Open vs Target Collaboration on TikTok Shop: Which to Run and When (2026)

Short answer: open collaboration lists your product publicly so any eligible creator can promote it at the commission you set. Target collaboration is you inviting specific creators, usually at a higher commission or with a free sample. Open gets you volume and costs you control. Target gets you control and costs you time.

Run target collaboration first with five to ten creators to generate the initial content and the first reviews. Once you can point to a product that visibly converts, switch open collaboration on. Doing it the other way round means listing an unproven product to an audience that has no reason to pick it.

What commission rate should I set?

Rate is a filter, not a lever. Too low and nobody looks. Too high and you buy volume you cannot afford, because commission comes off every attributed order forever, not just the first one.

The practical approach is to work backwards from contribution margin. Follower count is the worst available signal and the easiest to see, which is why most sellers use it. Better signals, roughly in order:

  • Do they already sell in your category. A creator who moves kitchen gadgets will not move skincare, regardless of reach.
  • Conversion, not views. A 20,000-view video that sold 40 units beats a 400,000-view video that sold none.
  • Posting consistency. One video and silence is common. You want creators who post repeatedly.
  • Existing commission rates they accept. Tells you whether your offer is competitive before you send it.

Pro tip

Before inviting a creator, check which products they promoted three months ago and whether those products are still selling. Creators who consistently pick products that keep moving have judgement worth borrowing. Creators whose past picks all died were being paid to post, and that is what you would be buying.

Can I run both at the same time?

Yes, and most established shops do. Open collaboration sits at your standard rate as a permanent shopfront, and target collaboration runs above it for creators you specifically want. The one thing to avoid is a target rate so far above your open rate that creators in the open programme notice and stop posting.

What about samples?
